This This REGULAR MEETING
of the Fredon Township Committee was called to order by Chairman Lazzaro
at 7:08 P.M.
Chairman Lazzaro advised
those present that this meeting was being held in compliance with provisions
of P.L. 1975, Chapter 231, Sections 4 & 13, as noticed to the New Jersey
Herald and Sunday Herald in January 2011.
ATTENDING: Mrs. Coltelli,
Mr. Richardson, Mr. Thonnerieux,
Mr. Lazzaro
ABSENT: Mr. White
Chairman Lazzaro invited those present to participate in a flag salute. Committeeman Lazzaro said that Fredon Township resident Jack Frey died recently. Mr. Frey was a well respected person and will be missed by everyone here in the community.
CORRESPONDENCE: Upon MOTION by Committeeman Thonnerieux, with second by Committeewoman Coltelli, action was moved to waive reading of correspondence since list of same had been posted and copies made available for public inspection. All in favor. Motion carried.
CONSENT AGENDA:
Mayor Lazzaro asked if
anyone wished to have any items separated. Mr. Constantino asked for an
explanation regarding Resolution 2011-46.

Upon Motion by Committeewoman
Coltelli, with second by Committeeman Thonnerieux, action was moved to
approve adoption of the Consent Agenda.

RESOLUTION 2011-45, AND
RESOLUTION 2011-46 as annexed, were introduced and passed at this Regular
Meeting of the Fredon Township Committee.
VOUCHERS: Upon Motion
by Committeeman Richardson, with second by Committeewoman Coltelli, action
was moved to approve vouchers presented by CFO, Patrick Bailey.
Claims are listed on
the attached schedule, which is made a part of the minutes of this meeting
as a supplemental record.

MOTION: Upon Motion by
Committeeman Richardson, with second by Committeewoman Coltelli, action
was moved to approve a request submitted by Tax Collector Gisela Boltzer
to attend a seminar related to her position.

MOTION: Upon Motion by Committeeman Richardson, with second by Committeewoman Coltelli, action was moved to approve a request submitted by the Fredon, Green, Stillwater Chamber of Commerce for the use of the municipal building on April 21, 2011. All in favor. Motion carried.
2011 MUNICIPAL BUDGET
- MAYOR READ FROM PAGE CONTAINING VOTE
Mayor Lazzaro opened
the meeting to the public for comments. There was no one present with comments.
An increase of 4.26% over
last year’s budget will fund the $1,552,360 municipal tax levy. Municipal
property taxes will be increased by .0279 cents per $100 of assessed value.
MOTION: Upon Motion by
Committeewoman Coltelli, with second by Committeeman Richardson, action
was moved to approve the budget and tax resolution for the 2011 Fredon
Township Municipal Budget.

Fredon Township School Superintendent Salvatore Constantino was present to deliver a power point presentation of the school’s budget. Mr. Constantino explained the school’s goals and priorities. The $4,180,776 tax levy has decreased by $2,986 over the 2009-2010 school year. Fixed costs for salaries account for 57% of the budget. Mr. Constantino mentioned that the cost per student is $10,977. School board elections will take place on April 27th this year.
At this time, the meeting was opened to the public.
Fredon Township resident Robert Cooper came forward. Mr. Cooper explained that a neighbor installed a video camera aimed at his home. The camera records the garage area as well as Mr. Cooper’s sons bedroom. Apparently, the camera was installed after the neighbor was upset about the way the Cooper’s chose to crate their one dog due to the dog’s habit of eating everything. The ASPCA was contacted to investigate and found no violations. The Committee was asked to consider adopting an ordinance pertaining to video voyeurism laws. Committeeman Lazzaro offered to contact the Township Attorney about the ordinance. Mr. Cooper contacted the police about his situation and the Joint Municipal Court.
Mr. Constantino spoke of the solar energy project proposed by HQW Architects. Two members of the Township Committee agreed to meet with Mr. Constantino and the Architects as part of the joint Power Purchase Agreement that will be considered by both entities.
Fredon Township resident Moira Kenah suggested that the Committee research SAF Insurance Company that deals with entities involved with solar energy.
The meeting was closed to the public.
EXECUTIVE SESSION:
Upon Motion by Committeeman
Richardson, with second by Committeewoman Coltelli, action was moved on
a RESOLUTION (as annexed) to move into EXECUTIVE SESSION at 8:25 P.M. All
approved. Upon motion of Committeeman Thonnerieux, with second by Committeeman
Richardson, members of the Committee moved out of EXECUTIVE SESSION at
8:45 P.M.
Mayor Lazzaro advised
that a personnel matter was discussed. No decisions were made and the subject
would be revealed at the appropriate time.
MOTION: Upon Motion by
Committeewoman Coltelli, with second by Committeeman Richardson, action
was moved to provide a letter of intent to participate in the Hazard Mitigation
Grant Program. The grant, if approved, may provide for a generator for
the civic center.

There being no further
business before the Committee, upon Motion by Committeewoman Coltelli,
with second by Committeeman Richardson, this meeting was adjourned at 8:46
P.M.
