Chairman Coltelli called this regular meeting of the Fredon Recreation Commission to order at 7:15 p.m.

Attendance:  Joe Coltelli, Steve Russell, Jocelyn Keppler, Moira Kenah, Dave Greene, Bob Wilson, Carl Lazzaro.

Absent: Pete Klimek

OLD BUSINESS:

Fees for Civic Center: Many organizations/groups utilize the Fredon Township Civic Center. The Commission members feel that it is only fair that any non-resident members contribute to the upkeep, etc. of this facility. Therefore, the Commission discussed adding surcharges to non-resident members on the different sports teams. The surcharge for the Civic Center will be based on $15 per hour of use, multiplied by percentage of non-Fredon residents. It will be suggested to the programs using the facility, not to charge the Fredon participants to cover the surcharge. The additional fees are to be approved by the Township Committee, and should begin in the Spring/Fall.  The Men’s basketball will be charging $2 to use the gym for all out of town residents; there will also be a sign up book for participants to sign before entering the gym. This will start on February 22nd.

Fredon Day 2010: The first meeting will take place on Wednesday, February 24th, in the Fredon School library. This meeting will be advertised in the New Jersey Herald, the school vine news, as well as flyers being distributed to the Fredon families. The Commission will be showing a movie at the closing of Fredon Day.  Also, inviting the freeholders, and the sheriff. This year also marks the 50th anniversary of the Fredon Township Fire Department, so there is discussion about collaborating with the fire department for Fredon Day.
 

Elect Officers for 2010: The Commission elected their officers for 2010, and are as follows:

Field Maintenance: Pending.
Extending fences at the softball field: Pending.

Electrical outlets by right field: Pepe has the purchase order, and will being installation in the spring.

Soccer/Football Goals:  This was ordered, and a contractor will be hired to install the goals.

Bus Trip: Mr. Coltelli will be contacting Lakeland Bus lines to get information about their upcoming group bus trips. Pending

Little League signs:  The letters have been sent out, end of January/beginning of February.

FREDON RECREATION LEAGUE REPORT; FINANCIAL REPORT
Mr. Russell informed the Commission that the basketball program is doing well, as well as the Karate program. All previous issues with the basketball program, missing games/practices with no notification, are being resolved with in the basketball organization. Softball and soccer registration forms have been sent throughout the school.
Soccer coordinated their picture day. Next year, Modell’s tickets will be widely distributed throughout the community, e.g. tickets will be available at the Municipal building.

FREDON RECREATION COMMISSION FINANCIAL REPORT

Mrs.Kenah stated that the Commission has $21, 000 in the ?? account. Also, the 2010 budget needs to be divided on where we will use the money.

TOWNSHIP COMMITTEE/RECREATION LIAISON REPORT

None.
NEW BUSINESS

Sweeter than Honey: This band requested to play at Fredon Day for a $500 charge. The Commission decided to decline.
Easter Egg Hunt: This event has been scheduled for Saturday March 27th at 11:00 a.m at Lodestar Park; 2,000 eggs will be purchased, as well as 250 bunnies. The Egg hunt will also include additional games, as well as pictures with the Easter Bunny.

Ice Skating Rink:  The Commission would like to offer other events/activities to the Fredon residents. One such activity is ice-skating. Mr. Russell researched different types of ice skating rinks that can be constructed in Lodestar Park. One type of rink would be 100’x 50’ ice rink, to be placed in the mini soccer field (between paved parking lot and barn).  ¾”x4’x 8’ pieces of plywood would be used, as well as rink brackets, rink liner, kick plate (to avoid damaging the liner of the rink), and bumpers (protects skaters from boards). The cost of this rink would be $2,504.60. The Fire department would resurface when needed. The Commission discussed different options for filing the rink, e.g. the irrigation tanks, when emptied at the end of the season, can be emptied into the rink; or taken from a near by lake and filled by the fire department. The ice rink would be constructed in mid-November, and taken down mid-March.

Fire Department: Mr. Lazzaro informed the Commission that shelf space has been made for the Recreation Commission to use.
FACITLITY USE APPROVALS

• Kittatinny Youth Lacrosse, 7th & 8th grade girls. Requested use of the gym, every Sunday in February from 9:00a.m. to 10:00 a.m., for a Lacrosse clinic.
APPROVED

• Fredon Recreation Girls Softball. Requested use of the softball field, from April to June 2010, Monday – Friday.  APPROVED

• Stillwater-Fredon Little League. Requested use of the Little League field, from March 20th – July 19th; and for Fall ball, September 1st to October 31st 2010.
APPROVED

• Kittatinny Cougars 9 U Travel Baseball. Requested use of the Little League field, from March 2010 to June 30th, 2010; on Sundays, (some Saturdays) and one night during week. The Commission discussed that this organization will have help with the upkeep of the Little league field if they are going to use it; this was approved, subject to speaking with Little League.

• Kittatinny Lacrosse (boys). Requested use of the gym, from the last week in February to the first week in March. Due to conflicts with time/space, this is pending approval.

OLD BUSINESS

• Easter Egg Hunt:  The plastic eggs have been purchased, delivered, and filled. Bob Wilson will pick up 250 chocolate bunnies. There will be pictures with the Easter bunny; set up in the pavilion near the concession area. A bench will be set up with a back drop and flowers, for the picture. Before the hunt begins, there will be an egg/spoon relay race for children of all ages. Mr. Klimek will prepare 18 hard boiled eggs for the race. Mr. Green and Mr. Russell will be in charge in the P.A. system. Big spoons will be used for the smaller children, and plastic spoons will be used for the older children. Members will be at the park at 9:15 a.m. for set up. This event will be advertised in the Herald, on the Township sign, flyers throughout the school, and the school vine news.

• Fredon Day 2010: Mrs. Carstens will be putting together “goody bags” to distribute throughout Fredon Day. These bags will contain donated items from local businesses. Mrs. Carstens would like to send out a request letter to the businesses, she asked the Commission to review the letter before it is sent out.  The next Fredon Day meeting will take place on March 27th at 7:00 p.m. at the Municipal building.
 
 

• Fees for the Civic Center: Mrs.Kenah worked out a fee list for the Civic Center. As follows:

• Stillwater/Fredon Little League: The Commission has agreed to the following schedule for the little league field; Stillwater/Fredon Little league will have the field  on Monday, Tuesday, Thursday and Friday evenings. The travel 9U team will have in on Wednesday eveing from 5:30 – 8:00 p.m. (Stillwater/Fredon are more than welcome to use it before hand for a short practice). Stillwater/Fredon Little League will have the field on Saturday from 8 a.m. – 6 p.m. The travel team will have in on Saturday from 6 p.m. to 8 p.m., and the travel team will have it on Sunday. However, if Stillwater/Fredon would like time on Sunday as well, that can be arranged. Basically, Stillwater/Fredon little league has use of the field for 34 hours from Monday thru Saturday, and travel 9 U has use of the field for 4 and a half hours. As per Mr.Coltelli’s email (to Mr. Resnick), the commission would like to see the groups work together and with the additional help, perhaps make caring for the field easier.

• Field Maintenance:  The first application for the field will be in April, the second application will be in May. The fall application will begin in August, and a second one in September. Mr. Coltelli requested exact numbers of what is needed to maintain the fields.

• Little League Signs: As of March 11th, six forms have been received; three renewal forms, and three new sign forms. Mrs. Keppler will send out “a friendly reminder” letter to those businesses who did not reply. Due to a clerical error last year, the Carsten’s publishing sign will be hung up, free of charge.

• Extending  Fences/Electrical Outlets: Pending.

• Soccer Goals: They have arrived and need to be installed. The Commission will probably go with the recommended company, Korbie Associates, for installation. Also, the goals were purchased without nets. In addition to the goals, the Commission will to purchase these nets.

• Benches at Park:  Pending.

• Bus Trip:  The Commission discussed several ideas about different (Lakeland) group bus trips. The bus line will bring us to and from a location, which would be paid for separately from the event. Right now, this bus line was not offering any package deals. Pending. Mr. Greene will find out more information ASAP. The commission would like to plan for a bus trip sometime at the end of June.

Fredon Recreation League report/financial report

According to Mr. Wilson, 61 registration forms were received for soccer, which will begin in mid-April. At the coaches meeting, a “back – up coach” plan was discussed just in case one of the coaches was not able to attend practice/games, someone would be there to cover as coach of the team. Softball will not be using the concession stand this season.  Nicole and Greg would both like to replace the small goals and buy new nets. Also, they would like to purchase first aide kits.

TOWNSHIP COMMITTEE/RECREATION LIAISON REPORT

None to report.
 

NEW BUSINESS

• Cub Scout Pack 92: The Fredon cub scouts would like to do a community project. However, they have not decided on a project and asked the commission for suggestions. The commission discussed having the pack do a “clean up” of Lodestar park before Fredon Day, e.g. rake out the wood chips around the playground equipment, or re-mulch/clean up around the pavilion area. Pending.

• Guide rails: The commission would like to add a guide rail in Lodestar park. The guide rail would begin as you enter the park and continue to the flowerbed by the flag pole. Also, there was discussion about possibly cornering off an area at the end of the roadway (by the volleyball court) to add more parking spots. Pending. The guide rail also needs approval.

FACILITIES USE APPROVALS

1) Kittatinny Soccer submitted a form to use the Civic Center on March 23rd, 24th, 30th, 31st – from 6:00 p.m.  – 9:00 p.m. This was not approved due to a conflict with the schedule.

OLD BUSINESS

• Fredon Day 2010:
a) Finalizing logistics (tents/tables/chairs/stage/electrical)
b) Reviewing groups/organizations participating at Fredon Day.
c) Review of the schedule of events (games/activities, citizen of the year, Miss Fredon contest)
d) Each member/volunteer was assigned job/jobs to do prior to Fredon Day and on Fredon Day.

• Fee’s for Civic Center: Pending

• Stillwater/Fredon Little League: Mr. Coltelli received a roster of all children participating in Little League (names are listed by age groups) Pending.

• Field Maintenance:  First application will be on May 29th.

• Soccer/Football Goals: The Fredon Township road dept. (Don) will be asked to install them, if not, then the Commission will have to pay to have them installed.

• Bus Trip: The Commission members are discussion several options, for example, a trip to Penn’s Peak; pending.

• Home Run Fence Team Signs: 21 signs total; either renewed or new signs.

• Benches along trail at park: Pending.

• Ice Skating Rink:  Cost of materials will be $2400. The materials have been ordered as well as additional plywood. (125 lbs. worth of material). Mr. Coltelli stated that in order for the company to be paid, they will have to provide their New Jersey Business Certificate license number. Once delivered, the material can be stored in the shed at the Civic Center.

FREDON RECREATION LEAGUE REPORT/

 The League received an email from Nicole Scholier about purchasing   trophies for her team.

The budget was passed; the amount is the same as 2009. Currently, the Commission has $23,000 in their trust account.

   TOWNSHIP COMMITTEE/RECREATION LIAISON REPORT

Kittantinny and Fredon school had the budget passed. PSE&G plans were approved. However, it will not start in Fredon until 2012.

NEW BUSINESS

• Mark Slepian/co-ed (35 yr. +) softball team: Mr. Slepian would like to organize a softball team in Fredon, for men and women ages 35 +.  This idea is still in the beginning stages, so Mr. Slepian was unsure whether or not this would become an actual league or just play for fun. Mr. Slepian will advertise by sending out flyers throughout the school. Pending.
• Guide Rail: Pending.

      FACILITIES USE APPROVALS

• Fredon Township school; 4th and 5th grade end of the year party. Thursday, June 17th, 9 a.m. – 11 a.m. Using the football/soccer field, pavilion, gym kitchen. About 100 people involved. Approved.

• Fredon Cub Scout Pack 92; End of the year pack meeting/Rain gutter regatta. 16 children/25 parents. June 11th 7:00 p.m. – 9:00 p.m. Using the pavilion. Approved.

• Fredon Township School; 5th grade activity. 110 people involved. Date requested, June 8th. Using the Little League field, pavilion, softball field. 11:30 a.m. – 2:00 p.m. Approved.

• Kittatinny Youth Lacrosse Club; End of year picnic – barbeque 200 people involved. 11:00 a.m. – 4:00 p.m. Using pavilion, volleyball area, football/soccer field. Approved.

• Kittatinny Midget football league – Clinic – speed agility. June 21st – 25th, and July 19th – 23rd. Approved.

• Fredon Township School; 3rd grade end of year party. 70 people involved. Using pavilion, football/soccer field. Approved.

June 16, 2010

Correspondence: Mr.Coltelli received a thank you card from Lisa Trusa for the use of Lodestar Park for field day.

OLD BUSINESS

• Fredon Day 2010:  A suggestion was made for Fredon Day 2011; more activities for older children. Also, after Fredon Day 2011, a thank you message should go in the local newspaper for participants and donations. The Commission is also considering smaller level fireworks.
 The new Lodestar trail received good reviews.
The water fountains were muddy and wet due to filling of the water guns, and
screens will need to be placed in the bathrooms.

• Fee’s for the Civic Center: They have been adopted by the Township Committee and will be added to the facility use packet.

• Stillwater/Fredon Little League: Pending

• Field Maintenance: Fields have been fertilized. Top soil must be put on by the second week in July. Some materials being donated. The Commission is considering a joint venture with Andover. Pending. No more fertilization will take place this season. Aerating will begin in the fall.

• Soccer/Football Goals: Township will be installing the new goals. May begin as early as June 21st.

• Bus Trip: Locations such as Hershey Park/ Great Adventure, community fishing/boat/white water rafting trip, Radio City Music Hall, and Penns Peak, have all been discussed. A location will be picked shortly and information about the bus trip will be advertised to the public. Pending

• Benches along trail at park: Pending

• Ice Skating Rink: Materials will be delivered in late September/early October. The Commission is considering setting up the rink on either the little soccer field or the Little League field (that has a fenced in area and it’s on flatter ground). Pending. The Commission also will be setting up rules for the ice skating rink, and posting signs with rules on them.

• Guard Rails: Members will meet at Lodestar Park on July 10th at 7 a.m. to begin the installation.

• Boy Scouts; inquiry about doing funnel cakes at sports events in park;
It was suggested that the Boy Scouts should discuss this matter with football/soccer.
 

FREDON RECREATION LEAGUE REPORT/FINANCIAL REPORT

Normal meeting schedule for the League is the second Wednesday of every month. A reminder of the meetings should be sent to all Recreation League members. There were some complaints, according to Nicole Scholier, about the softball fields, the drainage, field maintenance, and lack of a dragger. It was also mentioned that the equipment box is not locked, and a request was made for a storage area for the equipment. Nicole also suggested that the League purchase a retractable pitching rubber.Pending.
Greg Redden reported that the snack stand broke even this season. Soccer camp is start up this summer, on Wednesdays; rates will go up, but will include a professional trainer.
Nicole and Greg are considering combining their trophy orders next spring to try and save money.
Presently, the Recreation League balance is $6,000.

       FREDON RECREATION COMMISSION FINANCIAL REPORT

Mrs. Kenah provided the Commission members with an updated financial report of our current budget, balance remaining, and purchase costs.

 TOWNSHIP COMMITTEE/RECREATION LIAISON REPORT

   None.

NEW BUSINESS:

• Pavillion drainage: The heavy rains created flooding around the pavilion. The Commission discussed ways to alleviate this problem; 6 x 6 boards will be placed around poor drainage areas. Pending.

• Recreation Commission website: New site (same address) fredonrecreation.net. Content management will be a responsibility of all Commission members. Log on for updated event schedule, sports news, or contact for any questions or concerns.

• Meeting Schedule for Recreation League: Second Wednesday of each month, any cancellations/change, members will be notified.

• Movie Nights: First movie night summer months, will be on Thursday, July 22nd, and the next one will be on Thursday, August 19th.
 Movie choice is pending.
 

FACILITIES USE APPROVALS
 

• Kittatinny Midget Football League: Pep Rally. Lodestar Park. August 28th. Approved.

• Shannon Nelson/Lacrosse Camp:  Lacrosse Camp at Lodestar Park. August 2nd – 5th.
Approved.

• Bear Brook Softball:  Wednesday nights at Lodestar Park, until the end of August.
Approved.

Vice Chairman, Steve Russell, called this regular meeting of the Fredon Recreation Commission to order at 7:00 p.m.

Attendance: Steve Russell, Jocelyn Keppler, Moira Kenah, Dave Greene, Bob Wilson, Carl Lazzaro.

Absent: Joe Coltelli, Pete Klimek

OLD BUSINESS

• Movie Night – July 22nd; “ Little Giants” – 8:30 p.m.
Mr. Wilson will purchase any candy/soda/water that is needed for movie night. Mr. Klimek will bring the popcorn machine.
Members are to meet at the park around 7:30 – 8:00 p.m. for set up.
Next movie night is scheduled for Thursday, August 19th.

• Fee’s for Civic Center: Ordinance was passed, and will be applied to the Facilities Use Packet.

• Field Maintenance: (Field Maintenance Plan for 2010); Pending

• Soccer/Football Goals: Don will put in goals beginning weeks of July 26th. Pending

• Bus Trip; Radio City Music Hall Christmas Spectacular: Possible dates – December 4th, December 12th  - Saturday/Sunday. Other ideas include Wintauk, and Circle Line cruises/Hudson Valley.  Pending.

• Benches along trail at Park: Mr. Klimek will speak with someone at the sawmill. Pending.

• Ice Skating Rink: The paperwork has been submitted for the materials. The ice skating rink will hold 18,000 gallons of water. The Commission would like to develop rules for the ice skating rink as soon as possible. Pending.

• Guard Rail: Several members of the Recreation Commission, as well as volunteers from KMFL installed the wooden rail, in Lodestar Park, on July 10th. The rail extends 400 feet.
 

FREDON RECREATION LEAGUE REPORT; FINANCIAL REPORT

At the Recreation League meeting, Nicole Scholier stated that maintenance of the field is still as issue; the plugs for the bases are missing. Also, next season, softball will be “Pooling Umpires”; each town is to pay a percentage to the board of the softball league, this will be split amongst the umpires. There will be a mass email that will consist of a list of 36 umpires that are available for games. Also, the pitching mound will be moved to 40 feet, instead of 43 feet.
Mrs.Scholier requested a shed for soccer and softball equipment.
Mr. Wilson suggested that they store the equipment in the shed behind the Civic Center.
Mr.Redden stated that soccer camp is running smoothly, 37 children have signed up. They broke even with the concession stand, $672.  Fall registration forms will be added to the website and advertised on the Township sign.
Also, Jack Harris, due to conflicts with meeting dates, will no longer be a member of the Recreation League.

TOWNSHIP COMMITTEE/RECREATION LIAISON REPORT

Mr. Lazzaro suggested that, possibly, the fire department could do a barbeque before one of the movies that are shown in the park. Pending.

NEW BUSINESS

• Halloween Event; The Commission is considering doing a joint event with the PTC. Some suggestions were an October Fest, or a “Harvest Moon” dinner and a movie. The school calendars will have to be checked to make sure there are no conflicts. Pending.

• Mrs.Trusa; Hula Hoops: The hoops will be purchased and send to the school before the start of the new school year.

• Adult Exercise classes: The YMCA will hold their classes at the Civic Center in the fall.

• FirstPlay Tennis & Sports program; Pending
 

** School calendars are needed at the Commission meetings when scheduling township events, to avoid any conflicts.

FACILITIES USE APPROVALS

1) Sussex County Department of Environmental and Public Health Services would like to use the Civic Center for Flu/Tetanus shots on November 17th, 2010 from 2:00 p.m. to 6:30 p.m.

Correspondence: Mr. Coltelli received a thank you letter from the girls Lacrosse team for use of Lodestar Park during the summer for their camp.

OLD BUSINESS

• BUS TRIP TO “WINTUK”:  The seats for this event are in the 300 level seating area in Madison Square Garden. Mr. Russell added a link to the bus trip on the Fredon Recreation website. The show is at 11 a.m. and the bus departs Madison Sq. at 4:30, allowing people some time to walk around NYC. Mrs. Keppler is currently taking reservations/payment for this trip. Payment is non-refundable. Trip is also advertised on the township sign, local papers, the township newsletter  and the school vine news.

• BENCHES ALONG TRAIL AT PARK: The cost, from Lowe’s per bench, is $100-$125. Mr. Coltelli will purchase a couple of them, and will add them to the trail in October.

• ICE SKATING RINK RULES: Mrs. Kenah put together a list of rules for the rink. After some amendments, the rules will be place on a sign and displayed near the rink area. Also, an open/close sign will be added near the rink. Construction of the rink should take place at the end of November.

• FIELD MAINTANCE: Price quotes for 2011 are needed as soon as possible, so the Commission could add it to the budget.
 
 

FREDON RECREATION LEAGUE REPORT/FINANCIAL REPORT

Currently, the League has a total of $7,146 in their bank account. Also, Mr. Constantino will be running basketball this season, registration forms will be going out as soon as possible. In soccer, 80 players have registered so far, making up 3 Kindergarten teams, 2 first/second grade teams, and 1 third/fourth grade team.

Budget money from 2010 can not carry over to 2011. The Commission members were asked to think about how to use the rest of the 2010 budget money.

NEW BUSINESS:

• Donations to sports teams:  Pending.

• KMFL Pep Rally: There were several reports of alcohol consumption during this event.
      Alcoholic beverages are not permitted in Lodestar Park. (without a permit)
      This is also against the KMFL laws, therefore the KMFL disciplinary
      Committee will look into this occurrence, and will decide on consequence. Chairman Coltelli will also send the KMFL board a letter, reminding them that no alcoholic beverages are permitted in the park.

• United Health Heroes Grant: This is a program is for New Jersey organizations that implement youth-led service learning projects to address childhood obesity. Applicants can apply for the $1,000 grants, if they are teachers in elementary/higher education schools, students in the health care profession, or a staff member at a community based non-profit organization. The Commission decided that this program would be better suited for the Fredon Township school, and so the information was passed along to Mrs. Trusa, the gym teacher.

• Recreation League Members: The league is looking for two members “at large” from the community to volunteer for this board. It is being advertised in the school vine news as well as the township newsletter.

• Proposed meeting dates for 2011: The Commisson reviewed the dates for next year, the date in April as well as June, will be changed. Pending.

• Articles for Township Newsletter
1) No fall article. However, the Commission did discuss doing an event with the PTC/FEF; a dance/parade. Pending.

2) Tree Lighting – will take place on Wednesday, December 8th, at 6:30 p.m. at the Civic Center.

3) Easter Egg hunt: No article. Pending.

4) Ice Skating Rink – will be open in Lodestar park for the 2010-2011 winter season. Rules will apply.

FACILITIES USE APPROVALS.

1) Fredon soccer would like to use the football field, small soccer field and the softball field from September 1st to November 15th, from 4 p.m. to 7 p.m.
Approved.

2)Kittatinny Midget football requested use of the football field.
Approved.

3) Fredon  Education  Foundation would like to use the pavilion on Saturday, October 16th  for their 5K event, from 8:00 a.m. to 10:00 a.m. Pending. Possible conflict.
However, if there is none, then it is approved.

4) Kittatinny Cougars 9U Travel baseball requested use of the Little League field from September 1st, to November 14th, from 9:00 a.m. to 8:00 p.m., specifically Saturdays and Sundays. The Commission approved Saturdays, however, there is a conflict with football for Sundays; if necessary, baseball would have to coordinate around football for use of the park on that day.

Correspondence: The Barracuda swim team sent a letter requesting a donation for the team.

OLD BUSINESS:

Bus Trip: The “Wintuk” bus trip is sold out! Tickets will be handed out on day of trip. If we receive more calls about this event, a waiting list will be put together in case of any cancellations.

Benches Along Trail at Park: Mr. Coltelli purchased two (2) benches at Lowe’s. The total cost was $115.00 per bench + tax.  They will be installed as soon as possible, along with “No Hunting” signs along the Eagle Scout Trail.

Ice Skating Rink: The frame of the rink will be up by the end of November. Members of the Commission would like to have this completed over the Thanksgiving weekend. Once the ground is frozen the rink will be filled. The rules for the rink have been drafted and four (4) signs will be made and posted.
Field Maintenance:  The Commission is waiting on a report from the “Viersman Companies” with recommendations regarding the All Purpose Field. From this report, a determination will be made if additional quotes to top-dress should be secured as well as timing for over-seeding.

Donations to sports teams:  The donation to the Little League will be $600.                The remainder will be donated to the Fredon Recreation League.

FREDON RECREATION LEAGUE REPORT/FINANCIAL REPORT

Currently, the Recreation League has $5,500 in their account.
Basketball has seventy (70) children registered, and will be purchasing basketball balls and uniforms.
Soccer had a very good season.
Nicole Scholier was informed that no additional shed would be added to Lodestar Park, they can use the shed located at the Civic Center. There will be a 5 year old – first grade team added, as well as a second – third grade team. The Commission will budget money for the softball field; new bases and the boxes that it sits in.

Mrs. Kenah provided the Commission with an updated budget report; including deposits and withdrawals (events,maintenance, etc.). The Commission will continue to discuss ideas of how to allocate the money in our budget.

NEW BUSINESS

Christmas Tree Lighting: The Tree Lighting will take place on December 8th, 2010 at the Civic Center. The tree will be decorated on Sunday, December 5th. The Commission discussed ideas for this event, including having a backdrop behind Santa for pictures; a chair for Santa. Buy additional decorations. Mr. Klimek will make a list of the needed items. This event will begin at 6:30 p.m.
Pavillion Winterizing: The Pavillion will be winterized around the second week in November.  By the week of November 14th, all food, etc, must be removed from the refrigerators before the water is shut off.
Park Tree Trimming: The trees alongside the road are overgrown and are hanging over. Need to be pruned; possibly by Parks & Grounds. Also, the rest of the broken spring rider will be completely removed, and will not be replaced.

Boot Camp for Moms: Mrs. Griffin would like to bring her outdoor fitness classes for Moms, inside the Civic Center. She is looking for a time slot for facility use. The Bootcamp for Moms will cost $10 per class, and provide babysitting. Right now 10 – 20 are registered; only 2 or 3 are from Fredon. Pending.

FACILITY USE APPROVALS

1) Kittatinny Travel Basketball would like to use he gym from November 1st, 2010 – March 31st, 2011. Instead of paying a fee, they will donate mulch in the spring for Lodestar Park. Approved

2) Fredon Recreation Basketball would like to use the gym from November 29th, 2010- March 5th, 2011. This was approved. However, there is some overlapping with times that have to be worked out.

3) Fredon School would like to use the gym for a professional development workshop on January 12th, 2011 from 7:30 a.m to 3:30 p.m. Approved. The Commission would also like further information.

4) The Bears Running Club would like to use the gym from December 1st, 2010 to     February 28th, 2011 for track/field practices and competitions. (Includes high school students) Approved. However, there are conflicts with the hours requested; needs to be readjusted.

5) The Bears Running Club would like to use the gym from December 1st, 2010 to March 25th, 2011 for track/field practices and competitions. (Does not include High School students). Approved.

Correspondence: The Commission received a thank you letter from the Fredon Fire Department (Virgil Rome) for the use of the facility and the sound system. Also, a letter was received from Debbie Prommel, inquiring about the schedule for Recreation and Travel basketball.

OLD BUSINESS:

• Christmas Tree Lighting: This event will take place on Wednesday, December 8th, 2010, beginning at 6:30 p.m. Bob Trouse, generously, donated the tree to the Recreation Commission. Refreshments will be served, and children will be able to meet with Santa. Rec. members will meet on the Sunday before the event to decorate the outside tree, and then again on Tuesday to decorate the inside of the Civic Center. Mr. Russell will set up the sound system with holiday music, and Miss Fredon will attend to greet and hand out candy canes with Santa.

• Benches along trail at park: They are assembled and will be put along the trail as soon as possible  (weather permitting).

• Ice Skating Rink: All materials have arrived. The rink will be assembled in the right field area of the softball field, on Saturday, December 4th. The fire department will fill with water shortly after it is assembled.
 
 

• Steve Russell; contacted for interview on ice skating rink: Laurie Gordon, who writes articles for the Township Journal, contacted Mr. Russell. She would like more information about the rink in Lodestar Park. Either Mr. Coltelli or Mr. Russell will contact her and provide further information.

• Field Maintenance: After much discussion, and reviewing the results of the soil testing in the park, the Commission has agreed to go with the Viersma Company for the aeration/maintenance of the fields in Lodestar Park.

• Bus Trip/Wintuk: The trip has been sold out. The bus will meet the people who purchased the tickets at the Fredon School on Saturday, December 4th, at 8:00 a.m. Once people arrive, they will receive their tickets, a list of restaurants and activities to do in the Madison Square area. The bus is expected to return to Fredon at 6:30 p.m.

• Pavilion Winterizing: This has been completed with the exception of the irrigation system.

• Methods and Procedures for communicating “special events”: The Commission is discussing several ways to keep in touch with the townspeople, informing them of new events, and keeping them updated with the Recreation Commission. Possible mass emails sent out. Pending. Will discuss with Township Committee as well.

• Basketball tickets: Mr. Greene will be purchasing around 25 tickets for the Nets game on Sunday, February 6th at 12:00 p.m. Only the tickets are being purchased, anyone interested must use their own means of transportation to get them to the game. Pending

• Kittatinny Girls Travel Basketball would like to use the gym, any day that is open, from 6 p.m. to 8 p.m. This form was APPROVED.

      OLD BUSINESS:

• Christmas Tree Lighting: Around 60 – 70  people were reported to have attended this event. The children were able to sit on Santa’s lap, have their picture taken and leave with a candy cane and stuffed animal. Miss Fredon also attended to assist Santa, and greet the community. A suggestion was made for next year to have a school choir attend and help occupy the children waiting to see Santa; this would avoid the unattended running around in the gym.

• Benches along trail: Completed.

• Field Maintenance: The Recreation Commission has agreed to move forth with the price quote from Viersma for $940 for field maintenance. Pending.

FREDON RECREATION LEAGUE REPORT/FINANCIAL REPORT

• There was no league meeting in December (due to conflict with tree lighting).

• The Commission is urging the league members to have a meeting at least once a month. If the members cannot attend the scheduled day and time, there must be a rescheduled date; a monthly email will go out to the league members as a reminder of the date and time of monthly meetings.

• At the next league meeting, Nicole Scholier – softball should have an idea of what she needs to get the softball season started.

• Currently, the league has $7300.00 total balance;
$3400.00 is from basketball.

            FREDON RECREATION WEBSITE

• Mr. Russell continues to update the website with any new information about the Recreation, including information about the ice rink. As well as the new times to play hockey – Saturdays, 9 a.m. – 11 a.m., and Sundays, 3 p.m. to dusk.

NEW BUSINESS

• Home Run Fence Team Signs – New, and renewal, letters are to be send out in January.

• Fredon Day 2011 : An ad will be placed in the school vine news, and on the Township sign, looking for volunteers for this event. The date for Fredon Day 2011 is Saturday, May 21st. Pending.

• Fire Pits at the ice skating rink: The Commission is considering purchasing steel (contained enclosure) pits, with grates on top, for $80 at Lowe’s.
People must bring their own wood, and adult/s must be present when lit. Also, the Commission would like to do an evening skate event, lighting up the rink area and serving refreshments. This event will either happen on two nights; one for younger children and one for the older children. Or have it at two different times on the same night. Pending. Due to some damage to the rink, it was closed for repairs, and the Commission discussed moving it’s location to the left side of the field, and possibly purchasing another rink just for hockey use. No hockey is to be played on the rink from Monday – Friday. On the weekends, hockey players must yield to the free skaters.

• Storage shed at the park:  Apparently there was a bag of corn/gluten fertilizer in the shed and birds or raccoons broke into the bag, therefore making a mess in the shed. The shed needs to be cleaned out as soon as possible. There are also older Home Run Fence Team signs, and those companies need to be contacted to see if they would like to renew their signs.

• Movie Night: A movie night in February is being discussed, more details to follow after the January meeting.

 
       FACILITIES USE APPROVALS

• Tom Kaufman submitted a form for travel soccer, however there are some conflicts with the dates he requested. Saturday evenings or Sundays might be easier for them.
